China's compute was 197 EFLOPS when the plan was issued; MIIT announced in January 2026 that intelligent computing power alone exceeded 1,590 EFLOPS across 42 ten-thousand-card clusters, so both the 300 EFLOPS total and the 35% intelligent-compute share were passed well before end-2025.
