The Senate did pass narrow AI bills in 2024 — most notably the DEFIANCE Act on deepfake imagery, passed by unanimous consent in July 2024 — but the committee-driven agenda in the roadmap never reached the floor, no substantive AI framework passed, and the deepfake bills died in the House that Congress.
